I would like the ability to have a Fleet in a "draft" state where I can make changes without any issues. Once I've verified all of my changes will work, I can promote the draft to a new version of the Fleet.

The only way to accomplish this currently is to duplicate the current Fleet, make edits I need, then either copy/paste the edits over to the existing Fleet... or just remove the old Fleet (which removes version control/log history).
