Tableau Duplicate Projects

The Tableau Blueprints don't appropriately handle duplicate projects. If two projects have the same name at different levels, it just fails to match. We should:
- Update to allow users to provide a project ID (which they have access to)
OR
- Update to allow users to provide a nested project structure (Engineering/Production/External)
